This was resolved in 1.13.1-1.1ubuntu2 by skipping the build time tests
on ppc64el. The issue has been forwarded upstream and to debian but
there are no updates at this time. The analysis from the last comment
on this bug is still valid, but at present there is no further work to
be done on our end.
