I've also looked at this issue and wrote a patch that adds an option in the configuration window for the VPN connection to enable/disable allowing null encryption. It also obviously works for exporting to pcf (as a X-NM flag, though) and importing. I couldn't test it on an actual vpn tunnel though, but maybe this week I will be able to. I'm very confident it would work since the options are in the vpnc documentation.
The attached patches fixes the problem by adding a checkbox in the configuration dialog and activating the required parameters when the call is passed to vpnc.
