I've also looked at this issue and wrote a patch that adds an option in
the configuration window for the VPN connection to enable/disable
allowing null encryption. It also obviously works for exporting to pcf
(as a X-NM flag, though) and importing. I couldn't test it on an actual
vpn tunnel though, but maybe this week I will be able to. I'm very
confident it would work since the options are in the vpnc documentation.

The attached patches fixes the problem by adding a checkbox in the
configuration dialog and activating the required parameters when the
call is passed to vpnc. I'm sorry for the format, it's the copy that
would go as patch 04 in cdbs -- means you also need to have the other
ubuntu patches applied.
