I had a first pass at reviewing this. Could you please:

1) List the patch file names in d/changelog entries
2) Use separate patch files for different commits (distutil removals)

I also considered the new dependencies being introduced, and the point of this 
not working without them looks reasonable.
- python3-urllib3 should be present in most installations already
(per python3-requests deps in cloud-init and python3-apparmor/apparmor)
- python3-packaging isn't present (also checked `reverse-depends -r noble -R 
python3-packaging`).

The latter apparently shouldn't be a problem considering the impact/no
usability.

Could you please address the 2 points above in another upload?
