The fix in the ppa resolved my issue. More details: I typically use webmin webUI to manage software package updates on my Ubuntu systems. In the past, webmin uses apt-get in a non- interactive window to install package upgrades followed by needrestart to restart necessary services when configured with $nrconf{restart} = 'a'
After upgrade to Ubuntu 22.04 and needrestart 3.5-5ubuntu2.1, needrestart would only list the services that need to be restarted and not perform the restart itself. Since the symptoms seem to match problem described here, I gave it a try and it resolved the problem. Is my limited testing sufficient to move forward with the fix?
