Debian jemalloc maintainer here. As evident from the help text and other
resources across its tree
(https://github.com/redis/redis/blob/unstable/deps/README.md), Redis
requires custom patches to jemalloc for active defrag to work. These are
not in upstream jemalloc, not even in the tip (dev branch). I am not
inclined to carry a third-party patch to jemalloc in the Debian package
for the foreseeable feature.

If folks are interested in this feature indeed, I'd suggest working with
Redis upstream to picking that patch up and uplift it to upstream
jemalloc for inclusion. Iff it gets merged, I'd be happy to explore
backporting in the Debian package until the next jemalloc release. Hope
