Thanks for the clarifications.
So, I understood that this change is then unrelated to ppc64el/s390x
frame pointer considerations, and should just enable frame pointers on
this package for the objective of having frame pointers enabled in
Noble. (And ppc64el/s390x would have adjustments/rebuilds later.)
Re: libnl, thanks for pointing out in chat as well the diff in d/rules:
```
-CPPFLAGS += -DLIBIPVS_USE_NL
...
+ dh_auto_build -- HAVE_NL=1
```
This would just need an equivalency check during review.
