Steve did not remove plasma-vault, he ran `./update` just as you did and
in both cases plasma-vault was removed from desktop recommends because
the binary is no longer available on ppc64el. I did a little
investigation and I haven't found out why though.

 $ rmadison plasma-vault
 plasma-vault | 5.12.4-0ubuntu1 | bionic/universe | source, amd64,
arm64, armhf, i386, ppc64el, s390x
 plasma-vault | 5.12.8-0ubuntu0.1 | bionic-updates/universe | source, amd64,
arm64, armhf, i386, ppc64el, s390x
 plasma-vault | 5.18.4.1-0ubuntu1 | focal/universe | source, amd64,
arm64, armhf, ppc64el, riscv64, s390x
 plasma-vault | 5.18.5-0ubuntu0.1 | focal-updates/universe | source, amd64,
arm64, armhf, ppc64el, riscv64, s390x
 plasma-vault | 5.24.4-0ubuntu1 | jammy/universe | source, amd64,
arm64, armhf, ppc64el, riscv64, s390x
 plasma-vault | 5.27.11-0ubuntu2 | noble/universe | source, amd64,
arm64, armhf, riscv64, s390x
 plasma-vault | 5.27.11-0ubuntu2 | oracular/universe | source, amd64,
arm64, armhf, riscv64, s390x

Regardless, I don't think the removing of plasma-vault should block this
specific SRU given that the package is not available on ppc64el anyway.
