I reached out to Debian and they uploaded the latest release of python-
referencing (0.35.1) to the Debian archive. Apparently the reason that
the autopkgtest was disabled was that it uses python-referencing-suite
(https://github.com/python-jsonschema/referencing-suite), which is not
currently packaged. If we want to get that packaged and included with
main I can reach out to them via a bug report and do an MIR for that
package.
