Following https://bugs.launchpad.net/ubuntu/+source/strongswan/+bug/1765652 adding `/{,var/}run/systemd/notify w,` to the apparmor profiles solves the issue, *if you also add `attach_disconnected` flag to the profile* (couldn't find a way to add it from `/etc/apparmor.d/local/usr.sbin.ejabberdctl`) (source: https://serverfault.com/a/1014894)
