Unfortunately, we did not have access to the simplified patches for 9.16 when the security issues were published, and since 9.16 is no longer supported by ISC since April 2024, we weren't expecting them to become available.
The patches for 9.18 were much more sophisticated rendering backporting to 9.16 unpractical. The patches that ISC eventually created for 9.16 and used by them to fix the Debian package use a different approach. In the interest of keeping our customers secure, we made the difficult decision at the time of moving to 9.18, even though certain changes would require adjustments for some users. We mentioned this update would require changes in our USN, and linked to an ISC page describing the changes required when migrating from 9.16 to 9.18. We apologize for situations like these, and we always strive to release updates that do not break existing installations.
