I was able to fix my issue by force removing openssl (dpkg --remove --force-remove-reinstreq --force-depends openssl), purging the config files, and reinstalling. I had to also reinstall everything that depended on openssl, but I found instructions on how to do that before I did the force removal. I was also not able to do the do the force removal without an e2fsck (my hard drive is luks encrypted), so disk corruption may been the root cause.
