Yes, on both Ubuntu versions, it is a dependency of dmraid.

Thank you for the response, that does sound like the package which
should be responsible for doing this at boot, so probably a good
starting point to check.

Is there anything I can do to help check? I can't see an easy way to
install older kpartx-boot packages for testing, but I'm happy to try
things like building the latest version from source or `git bisect`ing
to find where it broke, if needed.
