Until this is fixed properly, would it be an option for Ubuntu to revert to the 6.7 behavior by building the kernel with CONFIG_BLK_DEV_WRITE_MOUNTED=y instead? Once 6.8 hits the HWE channel this will also break many 22.04 installs eventually...
