I still have the bug as well. It just randomly decided to start doing it again an hour or so ago. The problem with logging out after installing the packages is that you can't really test if that fixed it since logging out and back in is what you do to temporarily work around the issue. So we could be seeing a placebo because the workaround and the action we need to do to apply changes are both the same.
