There is NO WARRANTY, to the extent permitted by law. Written by David MacKenzie. dpkg-reconfigured gdm3 as I was limping on sddm, and all is restored. Not completely sure where the /usr/local/bin/install came from, but suspect this was a result of a sam install attempted a couple of days earlier, that was subsequently replaced with the ubuntu package.
