You're right on the money...

which install
/usr/local/bin/install
➜  ~  install --version
Got an unexpected argument: --version


I've fixed that now to be 
which install                                     
/usr/bin/install


and ...

install --version

dpkg-reconfigured gdm3 as I was limping on sddm, and all is restored.
Not completely sure where the /usr/local/bin/install came from, but suspect 
this was a result of a sam install attempted a couple of days earlier, that was 
subsequently replaced with the ubuntu package.
