Oh actually it is trying to write to $HOME/.config, and (with few
exceptions) snaps are not allowed to read dot files in the home
directory. A normal execution will use
$HOME/snap/chromium/current/.config instead.

Are you still running it with /snap/chromium/current/usr/lib/chromium-
browser/chrome? You have probably put it in a inconsistent state by
running the unsupported /snap/chromium/current/usr/lib/chromium-
browser/chrome.
