Public bug reported: This problem occurs when changing workspace or moving an application to another workspace.
If I move to another workspace with the "ctrl + alt + right/left button" keys or try to move an application to another workspace with the "shift + ctrl + alt + right/left" keys, the arrow keys lose their function. Most of the time, workspace migration is not done or the application is not moved.
