I'm on a newly installed ubuntu 24.04 (assuming Wayland) and gnome- shell, and also have this issue with at least firefox and open office (don't run most of my other apps fullscreen).
`gsettings set org.gnome.desktop.interface scaling-factor 1` doesn't seem to help.
