Since the Debian bug updated, I took a look.

bash 5.2.21-2ubuntu4 on Ubuntu 24.04 now says: 
"If bash determines it is being run non-interactively in
       this fashion, it reads and executes commands from /etc/bash.bashrc and 
~/.bashrc, if these
       files  exist  and  are readable."
