Maybe you have a stale configuration file for the service? I could not reproduce the problem locally, so I'm afraid we will need more details about your environment before we can proceed with the investigation. Could you verify if you have any tftpd-hpa configuration files lying around? Also, would you be able to inspect journalctl and check if there is more information about the failure there?
