I removed the Galaxy A14 from the device list and have repeatedly tried
to remove a Huawei Band B-D59 but it just keeps reappearing. I used to
have a Gigabyte PCIe Bluetooth / wifi card installed. I used the Huawei
to connect to the PC via Bluetooth. I actually tried using the wifi
after disconnecting the ethernet line. I couldn't get it to connect to
the router's wifi. Eventually I removed the Gigabyte card.

Is the real problem not the Huawei data stored somewhere and that it is
causing the problem ?
