Your version works for me as well.
In the interim I have been successfully using the following
configuration. Would this be potentially useful, or are there issues
with removing ${quote:} from --ip and --identity?
condition = ${run{/usr/bin/spfquery.mail-spf-perl \
--ip $sender_host_address \
--scope mfrom \
--identity $sender_address} \
{no}{${if eq {$runrc}{1}{yes}{no}}}}
