I ran across this when testing Ubuntu 24.04 Noble Numbat on an AWS
instance without a public IPv4 address.

Ubuntu 24.04 Noble Numbat does not have the awscli package that Ubuntu
22.04 Jammy Jellyfish and earlier versions of Ubuntu had.  Ubuntu 24.04
Noble Numbat instead supplies a snap aws-cli package but this cannot be
installed on an instance without a Public IPv4 address.

I have seen comments to the contrary but in my opinion this is an Ubuntu
issue as well as an AWS issue as long as they both claim to support
IPv6.

Snap is not alone as github still does not support IPv6.

I started working with AWS instances without a Public IPv4 address when
AWS announced they would start charging for them.  I continue to be
amazed at how many issues I discover with an instance without a Public
IPv4 address.  AWS has been charging for a Public IPv4 address for
months now.
