Great! I'm glad the workaround works for you.
In order to try to reproduce and debug the original problem, It may help
to provide a bit more information on the azure instance. Could you share
the "Security type", "Size", and "Source image details" values for this
problematic instance as seen in the "Properties" of the instance on the
Azure portal?
Uploading the result of `cloud-init collect-logs` will also help.
Marking incomplete for ubuntu-advantage-tools and assigning to cloud-
init so the right people see this since this seems to be only cloud-init
related so far.
