I *think* I managed to recreate this appropriately. I did an install with the noble amd64 iso dated 15th April 2024, within a VM and disabled my wifi from the host machine.
The VM was then "connected" to a network, but with no actual internet access - I hope this is enough to mimic a "deadnet" network. Anyway, my conclusion is that the install wasn't successful, please see the log attached.
