I'm not sure the problem I'm having is exactly the same, but I also can't get any kernel after 6.5.0-21 to properly boot up on my laptop with an Intel wifi card.
I'm attaching the portion of kern.log where a bunch of kernel worker tasks are reported as timed out; that happened, IIRC, after I tried to shut down the system by hitting the power button. The system wasn't really usable since most processes weren't able to start, so I couldn't really do a lot of investigation. Even trying to do "sudo blah" or just "ifconfig" would hang indefinitely.
