Public bug reported: Ubuntu 23.10
Using dconf-editor, I have verified that "gtk-enable-primary-paste" in org/gnome/desktop/interface is off. According to https://wayland.freedesktop.org/libinput/doc/1.11.3/faq.html, "in a GNOME stack, the gnome-control-center modifies dconf entries. These changes are read by mutter and applied to libinput." As the middle mouse button click to paste setting may be disabled in Xorg, turning "gtk- enable-primary-paste" to "off" in the dconf-editor GUI, or to "false" in the CLI should be global, and apply to XWayland. But it does not apply to XWayland.
