The suspend function is not performed in the do-release-upgrade step you have filed this bug against (which was also run/completed 15 days ago). Your issue is likely related to the newer 5.15 kernel (20.04.4 using HWE used 5.13 kernel; thus I've changed package bug is filed against. Bug reporting is mostly about finding & fixing problems thus preventing future users from hitting the same bug.
