Public bug reported:

When attempting to run certain sites we are getting warning that "PHP
Error: Extension zip is not found.". Further examination of the logs
reveals this:

PHP Warning:  PHP Startup: Unable to load dynamic library 'zip.so'
(tried: /usr/lib/php/20210902/zip.so (/usr/lib/php/20210902/zip.so:
undefined symbol: zip_register_cancel_callback_with_state),
/usr/lib/php/20210902/zip.so.so (/usr/lib/php/20210902/zip.so.so: cannot
open shared object file: No such file or directory)) in Unknown on line

The file /usr/lib/php/20210902/zip.so does exists. We've uninstalled
php8.1-zip and reinstalled it but the same issue happens again.
