It seems that you are trying to install mariadb which is not co- installable with mysql, due to that it is trying to remove mysql. During its removal it tries to stop the mysql service and the error happened because the mysql systemd service is not loaded. Did you by any chance do anything with the mysql systemd service by hand? I am not sure why this is happening, I did install and uninstall mysql in a Focal container and it worked just fine. Since there is not enough information in your report to begin triage or to differentiate between a local configuration problem and a bug in Ubuntu, I am marking this bug as "Incomplete".
