Public bug reported:

If livepatch is supported on the running release but is not enabled,
update-manager changes the text of the 'Settings…' button to 'Settings &
Livepatch…'.  However, clicking on the button takes the user to the
'Updates' tab of software-properties-gtk, which includes no livepatch
settings.  To get to the livepatch settings, you have to notice the
separate 'Livepatch' tab at the top of the window.  This is suboptimal.
