Public bug reported: Many current Docker based build recipes are based on the buildx docker- cli plugin.
Please, package the missing file. See https://github.com/docker/buildx Building buildx seems to require buildx itself. For bootstrapping the easiest thing to do seems build with docker inside a docker container using COPY --from=docker/buildx-bin:latest /buildx /usr/libexec/docker/cli- plugins/docker-buildx to obtain initial buildx.
