The log I attached in comment #15 is from a cold boot, but I'm seeing all four combinations of outcomes: cold boot -> failing cold boot -> working warm boot -> failing warm boot -> working on ~40 Focal servers with identical hardware. (Except for a different RAID controller in three of them which doesn't seem to matter.)
