Not all applications fetch the date format from the locale. I don't know
about Dolphin, but maybe it has an own setting option for the purpose.
Another possibility is that the date format is treated as a
"translation", i.e. some format is specified as a translatable string,
and then it can be modified via a translation.

So Dolphin not recognizing your desired format does not mean that your
proposed change is incorrect.
