Public bug reported:

If I attempt to play a file in VLC, it has no audio. The in-app volume
is up, I have attempted changing the audio output from "automatic" to
"Pulseaudio" with no change. Additionally, in the Ubuntu sound settings,
where you can see a list of applications making sound and adjust their
volume, it doesn't appear - suggesting to me that it's not talking to
the sound system at all.

It's perhaps notable that this same behaviour happens in both the apt
and snap packages.
