I found it strange as well, but I *consistently* see this behavior on dist-upgrades, and gnome-shell crashes at the very instant that cups- browsed crashes. My understanding of bug #1871538 is that it is inconsistent and difficult to reproduce.
In any case, bug #1965652 was opened against ubuntu-release-upgrader, so I will follow up there.
