I just ran a test in a fresh LXD linux container running images:ubuntu/jammy (22.04). just doing a apt install ruby3.0 pulled its dependencies, including ruby2.7 and libruby2.7. This could be caused by the transition process from ruby2.7 to ruby3, when not all packages have moved to ruby3. It, however, means, that ruby3.0 depends on packages, which still are based on ruby2.7. You should not mix programs depending on libruby2.7 and libruby3.0. BTW., the recent stable release of ruby is ruby 3.1.0.
