I'm seeing this too, on gutsy with a prism54 card and 2.6.23.8 or 2.6.24-rc3 
kernel. (Ubuntu's 2.6.22 kernel doesn't boot on this machine.)
The only solution I found was to rm /etc/udev/75-persistent-net-generator.rules 
then fix 70-persistent-net.rules by hand to force it to eth1 or eth0.

Could this be related to the issue in bug 31502, where a wireless
network card reports the wrong MAC address until after the firmware is
loaded? I found lots of similar open bug reports in launchpad, all for
wireless cards but each one a different chipset, but they all probably
have loadable firmware.
