Public bug reported:

Double clicking gnome window titlebar not performing action set with gsettings 
nor gnome-tweaks.
Instead double clicking will maximize the window as if the action 
"toggle-maximize" was performed.

Changing the setting in gnome-tweaks show up in dconf. But the action is
not performed.

Example:

dconf watch /
/org/gnome/desktop/wm/preferences/action-double-click-titlebar
  'toggle-maximize-horizontally'

Steps to reproduce:
1. Run gnome-tweaks
2. Click "Window Titlebars"
3. Set "Titlebar Actions - Double click" and select "Toggle Maximize 
Horizontally"
4. Double click a gnome-terminal titlebar.

Results: Window maximizes fully

Expected results: Window maximizes on the horizontal axis only.
