Because this bug prevents completion of Jammy Jellyfish installation it seems testing is halted for the time being until the issue is addressed.
As this situation arose on 8-11-2021 and it seems to have had no attention since then I am guessing the developers consider this to be a matter of little or no importance at this time. I suspect that they are aware of what is holding things up and will return the daily-live releases to a state where testing can resume when they are ready. I also reason that until then bug reports for Jammy will be of no value.
