it's not written out, it's internally handled/added by pid1, and it
*should* be there, because you do want (for example) the mount to be
stopped if its backing device is removed. However when the mount is
stopped, the BindsTo should be removed (internally, by pid1). So there's
some problem with non-core bionic systemd that isn't correctly adding
the relation at all, and some problem with core bionic systemd that
isn't properly removing the relation when the mount is stopped
