I reinstalled my Ubuntu-Budgie 21.10.
All updates are on October 22. 2021.
Proposed channel is activated.

Executed this order!

$ sudo apt install linux-raspi
$ sudo reboot

Unfortunately, no improvement!
In fkms mode the video playback works.
With kms mode, the system, the video, the mouse pointer in spite of update 
freezes again and only Power-Off gets the Raspi 4b 8GB running again.

$ uname -a

$ rpi-eeprom-update

   RELEASE: stable (/lib/firmware/raspberrypi/bootloader/stable)
            Use raspi-config to change the release.
