adding the option "--before no_reset" seems to solve the issue with
kernel 5.11.0-37

esptool --before no_reset --chip esp8266 --port /dev/ttyUSB0 --baud
115200 write_flash 0x0000 firmware.bin

Even if I do not understand the why, this solves the issue for me.
