Setting fkms instead of kms bypasses the problem and is a solution at the moment. However, the error with kms is not fixed. Ubuntu Budgie 21.10 offers this change from kms to fkms with the tool "Budgie ARM and Pi" and you don’t have to edit the entry via config.txt.
