Checked with kernel 5.13.0-1014-oem (5.11.0-37-generic is not usable for this laptop as wifi and external display are not recognized) Both # echo idle > workload_type or # echo bursty > workload_type are not helpful. Also balance_power is in /sys/devices/system/cpu/cpufreq/policy$i/energy_performance_preference for every CPU by default.
