Not few, but believe most install libssl1.0-dev or give up. If one look at stack-exchange and similar networks the issue (and it's family tree) has tens of thousands of views and there is a huge list of issues on sites like github for various projects. In addition a long range of blog posts and other writings on the issue. A *views* counter would likely give more of a hint to the volume.
