In your SSL config file you are pointing to a key file (/etc/dovecot/private/dovecot.key) which is not accessible by dovecot (the file might have a wrong permission or it does not exist). Since it seems likely to me that this is a local configuration problem, rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.
