Hello Tom and thanks for the additional information. So to recap you
compiled src:sssd from Focal, that is one of these versions:

 - sssd 2.2.3-3 (focal)
 - 2.2.3-3ubuntu0.1 (focal-security)
 - 2.2.3-3ubuntu0.6 (focal-updates)

on a clean Bionic system (with no extra packages from newer releases)
and verified that the package fixes the bug, keeping the exact same
configuration. Well, good!

However we can't simply backport sssd 2.2.3 to Bionic, as this wouldn't
comply with the Stable Release Upgrade process [1]. However if we manage
to identify which change exactly fixes this bug, we can release it to
Bionic. I checked the upstream sssd commit history and past issues but I
couldn't spot a good fix candidate (but it's worth looking again!).
Another possibility is recompiling the past Ubuntu versions of sssd on
Bionic, as you did for the Focal one, and find out which version fixed
the issue. The sssd source package history is available here:

  https://launchpad.net/ubuntu/+source/sssd/+publishinghistory

Hopefully this will narrow the changeset to search for the fix. (If it's
version 2.2.0-4ubuntu1, the big jump from 1.16.x, then we're out of luck
and this approach won't really help...)

In any case this is going to be a long work, which begins with setting
up a reliable reproducer, which admittedly I didn't do. @Tom if you feel
like helping with this one it would be great, as you already have a
setup that reproduces the problem and a build environment.
