What are your "Trigger", "Turn On" and "Turn Off" hotkey settings? (The default are "Ctrl-Space", "" (nothing) and "".) If you didn't change those, try press ctrl-space after starting scim, do you see a panel? If you see the panel, do F2 to F4 hotkeys work now?
