Public bug reported: libvirt-guest.service trys to handle running VMs at host shutdown, but sometimes systemd-machined is faster and simply kills the VM (like machinectl stop ...).
I solved this by adding: Requires=systemd-machined.service After=systemd-machined.service to libvirt-guests.service.
